percent of Lackey's 519 respondents com-
plained about the former and 86 percent
about the latter.
The alcohol subject is a touchy one,
given several alcohol-related tragedies at
Carolina in the 1990s. Former UNC
Chancellor Michael Hooker ' 69 began an
intensive anti-alcohol abuse canlpaign on
campus, and cracking down on football-tailgating was a byproduct of that. North
Carolina law forbids the public consump-
tion of alcohol on state-owned property.
Willie Scroggs, an associate athletic
director who is in charge of game-day
operations in Kenan Stadium, says that to
his knowledge citations for public
consumption have averaged three to four per
game and that the problem isn't as bad as
the public perceives it to be.
